If you read the Constitution backwards, from the provisions dealing with the control of public finance, when the Auditor-General reports on audit of the finances of the Republic of Kenya, he does not report to the National Assembly, but to the entire Parliament, including the Senate. That means that every coin that the national Government spends is not just the business of the National Assembly, but Parliament, which includes the Senate."
