    "content": "Madam Temporary Speaker, I want to tell Kenyans that we said no because we want them to get services. We said no because we believe that devolution is the only thing that will help you. We are in the current situation because of the National Assembly. If you look at the same Article 203, it is clear. When we raised these issues, our colleagues did not want to hear anything about it.
