    "content": "Mr. Speaker, Sir, the Assistant Minister has admitted that over Kshs2.4 billion out of the total amount has either been refunded or will be refunded on the Kenya Education Sector Support Programme. It is clearly evident that there are areas where that money will come from. I would like the Assistant Minister to come out clearly and tell the people of this country which programmes will suffer as a consequence of that. That is because he has indicated to this House that he will seek for reallocation from some areas to fill the gap that has been left by that amount. So, could the Assistant Minister tell us the programmes that will be affected as a result of the reallocation?"
