Speaker, the essence of this amendment is to re-allocate Kshs500 million from the State Department for Tourism on Tourism Development and Promotion Programme to the Independent Electoral and Boundaries Commission (IEBC). We have a very serious issue of outstanding bills in the IEBC to the tune of almost Ksh3 billion. What has been validated is Kshs1.5 billion. That is the essence of this amendment. Let me make it very clear that this was approved by the National Treasury. The Chairman of the Budget and Appropriations Committee can confirm that position. That is what we are proposing.
