    "content": " Thank you, Hon. Speaker, for giving me this chance to support this important Motion as amended. I want to make some observations. Supplementary Estimates are provided for under Article 223 of the Constitution. It says that Supplementary Estimates can be submitted to this House as long as it is done after every two months once the expenditure is incurred. The problem we have with the Supplementary Estimates this year - this is a unique year - is their timeliness. The first Supplementary Estimates came very early in the financial year, but the second one has come very late in the financial year.
