    "content": "That is not good for purposes of planning and budgeting. It makes us not to take seriously the whole budget-making process. As we move forward, I urge the National Treasury to make sure that it submits Supplementary Estimates in good time and if possible, once in each financial year, so that we do it at once. That will add credibility to the budget-making process."
