    "content": "But there are some bad things also in the Supplementary Estimates. Let us take the example of money which was given to the Red Cross out of the Contingency Fund. In the Supplementary Estimates, the money has been sneaked through the Ministry of Interior and Coordination of National Government while we know that they have issues with the Budget and Appropriations Committee in terms of expenditure. So, this cannot be a good practice. The Public Finance Management Act is very clear on what needs to be done for somebody to withdraw funds from the Contingency Fund. The procedure for withdrawing is very clear. When we looked at this matter, we realised that the procedure had not been followed. As a result, it becomes very difficult to approve such expenditure. I ask the House that for us to approve the expenditure, there is need to conduct a thorough audit. As it was proposed, the Public Accounts Committee needs to take up the matter and advise the House accordingly after doing their work."
