    "content": "Finally, I laud the Committee’s recommendation on ensuring that the Controller of Budget reports on both financial and non-financial programmes of actual targets and outright achievements. This will give a complete picture of how the various programmes are performing within the financial year and ensure that accounting officers are answerable to Parliament on quarterly basis. This is a good thing and we wish that the county assemblies take the same route."
