Speaker, we recommended some enhancement which would strengthen the various activities being carried out under the NG-CDF given that, in the various constituencies where we come from, people in the villages are only aware about the projects done by the NG-CDF. We wonder whether these devolved units were actually only for recurrent expenditure. This is because the work done by counties is not measurable and that is a very serious crime. I wonder what in future we will show. We were also asking about the activities which are normally carried out during the devolution conferences. They normally clap for each other and yet citizens at the grassroots are not clapping. The State Department for Devolution has been allocated close to Kshs48.4 billion as compared to Kshs38 billion last year. The reason is that the NG-CDF has now been moved to the State Department for Planning as earlier stated."
