Speaker, I rise to ask the Cabinet Secretary for Public Service, Youth and Gender: (i) whether she is aware that not every sub-county in Kenya has sub-county youth officers, thus creating shortages in many counties. (ii) whether she is further aware that this shortage is affecting the administration and management of the Uwezo Fund, which has mandatory requirements for youth officers to be part of the administration."
