    "content": " Hon. Speaker, this is the Second Supplementary Budget, and the House has already passed it. What we are now dealing with is the Supplementary Appropriation. I want to confirm that, for the first time, the Salaries and Remuneration Commission (SRC) sent an amendment and asked that I carry it on their behalf. I have said they better come to the House and carry it themselves. The Cabinet Secretary for National Treasury sent me a note with an amendment on behalf of SRC, and I said their business is to run a Commission and my business is to make laws. I am not going to be used as a rubberstamp. I have rejected it. So, we will just carry the other amendment."
