    "content": "(b) within a period of twelve months from the date of completion of the construction of an alternative means of access to the building as provided under subsection (2). (4) A person who contravenes subsection (1)(b) commits an offence and is liable, on conviction, in accordance with section 30 of the Physical Planning Act."
