    "content": "Madam Temporary Chairperson, I beg to move- THAT, the Bill be amended by inserting the following new clause immediately after clause 18 – Dispute 18A. (1) The National government, a county government or any resolution. other person who is a party to a dispute arising under this Act shall take reasonable measures to resolve the dispute by alternative dispute resolution before resorting to judicial proceedings. (2) A party is considered to have taken reasonable measures to resolve a dispute by alternative dispute resolution if such a party–"
