    "content": "The last case that the Senate lost to the Council of Governors (CoGs) – where we were to have County Development Boards to be chaired, probably, by the Senators – was unfortunate because that is the direction we need to go. We need governance issues so that when projects are started, there are feasibility studies and public participation. Once it is agreed that a certain project is what we need, then we give it priority. We do not have to start projects here and there. That is not proper utilisation of funds."
