    "content": "Madam Temporary Speaker, I know for a fact and as they say, figures do not lie. You only need to look at our current Budget and see the amount of money we spend on remunerations benefits only a few people in the country. We have about 700,000 public servants in a country of almost 50 million people. Out of revenue collections of Kshs1.4 trillion, close to Kshs800 billion goes to funding these particular individuals. We, as a country, must have a holistic view to this issue. I am not opposing it just for the sake of opposing, but we must also be convinced that the Cabinet Secretary (CS) for the Ministry of Public Service, Youth and Gender Affairs lays out a proper procedure. She must also justify before this House of Parliament because it is extremely important that they do so. We will then understand whether it is only about future public servants that are to be engaged on this and what happens to institutions that have already engaged public servants and their service is not needed at this particular time."
