    "content": "THAT, Clause 21 of the Bill be amended by – (a) re -numbering the existing clause as sub-clause (1); and (b) inserting the following new sub -clauses immediately after the new sub-clause (1) – (2) A data controller or data processor that uses personal data for commercial purposes shall, where possible, anonymise the data in such a manner as to ensure that the data subject is no longer identifiable. (3) The Cabinet Secretary in consultation with the Commission may prescribe practice guidelines for commercial use of personal data in accordance with this Act."
