    "content": "Mr. Speaker, Sir, you heard from the Chairman of the Departmental Committee on Administration and National Security alluding to the issue of one policeman to 450 people by the UN standards. In our case, it is one policeman to over 1,000 people. So, how do we expect them to be more effective and efficient? We, as a House, need to critically support issues of the national security. Without national security, there is nothing else we can do. There will be no development and education. No investors will come to this country. Therefore, we must be a serious law making institution. We must guarantee our citizens security before we do anything else. We need a professional, efficient and competent police force. We cannot get that without effective and proper training because that requires money."
