    "content": "Madam Temporary Speaker, this Motion comes at a time when, at some point, I was discussing with some Members on the possibility of looking at the Public Finance Management (PFM) Act; the regulations on how to ensure that when a project is being started, especially by the county governments, the law should obligate them to complete such projects. This Motion is informed by the fact that some of the Governors we are having are either serving their first term and, therefore, they think it is politically incorrect or not economically justifiable to finish or continue with the projects that their predecessors started."
