Kibiru to ensure that he comes up with amendments to look at the PFM Act and the County Governments Act so that we can make county governments to be obligated. For example, if in Kajiado County, where you come from, they decide to build 30 Early Childhood Development (ECD) centres in 30 wards or in three sub-counties today, there should be a possibility of obligating the county government, through the budgetary allocation, to ensure that, that project is completed. Madam Temporary Speaker, I have seen our President saying that we have the Presidential Delivery Unit (PDU). Similarly, the counties, even through the Council of Governors (CoG), in one way or another, must come up with service delivery units or county delivery units which we can use to ensure we benchmark."
