    "content": "Madam Temporary Speaker, when we are talking of the Big Four Agenda, they are what I am articulating about now because it is enshrined in Article 43 of our Constitution. When it comes to counties, the development agenda should be aligned to the Big Four Agenda and the Constitution. A county should not just come up and decided they are going to do this and that. There is need for a needs assessment to find out what the needs of the county are. Even after doing the needs assessment, there is need for public participation for people to say what they need in their county; lack of security, insufficient schools, hospitals and all that. Developments done in the counties should serve the common man."
