    "content": "Madam Temporary Speaker, the great Kirinyaga is Sen. (Eng.) Maina. The point is taken. I rise to support this Motion. As I said before, the Motion is timely. All the stalled projects are in those areas where the first governors have been voted out. Their predecessors feel that when they are elected, they should come up and run new projects. They think that these projects do not belong to the Government but to the former governors who have been voted out, which is wrong. Madam Temporary Speaker, I come from Tana River County where the major stalled project is situated, that is, Galana-Kulalu Project. I travelled to Galana-Kulalu some few weeks ago and found that nothing is going on there. Instead of improving the livelihoods of people who live around Galana-Kulalu, the situation has worsened. Most Wanjikus who live around there are impoverished. This is because the project blocked the corridors where livestock go through to drink water. Therefore, people are in a pathetic situation.
