"content": "Madam Temporary Deputy Speaker, I also want to say that as we promulgate the new Constitution on Friday, it will be time for appointing a head of the Police Service who will be head of both Administration Police and the regular police. Let the appointments not be business as usual. If those leading now cannot lead reforms, then it will be time to go home. If people cannot show that they can lead the way forward so that other people feel that the police are their friends and protectors--- What is the criteria of choosing the 30 districts where headquarters were built? There is no place in Kenya I will say should not have a headquarters built. But let us have clear criteria, so that it is not a question of favouritism and nobody has to kneel down either to the Minister or the Permanent Secretary."
