This House is empowered by law under Article 125 of the Constitution which says that we have the power to summon a CS to appear before this House. You have not summoned him. You have invited him. If he is not coming under invitation, you must issue writs and summon him to come here. Why? It is because we are not talking about maandazis and tea. We are talking about people dying every day. We want the Chairperson, when he stands on the Floor of this House, to demonstrate the seriousness that this issue deserves, particularly on the matter of security and not to speak here like he is an apologist for the Executive. An answer must be given about why people are dying. The Chairperson must demonstrate the seriousness that goes with the positon he holds in terms of holding the Executive to account."
