    "content": "control of Parliament. When the Executive declares a war, it must be authorised and approved by Parliament. More importantly, let me read this section of the Constitution because when people are dying, which other authority in the land should be informed about what is happening even in a war zone other than Parliament? Article 238(2)(a) says: “National security is subject to the authority of this Constitution and Parliament.” Any question that is demanded by Parliament from the national security organs must be answered. If they have any reasons not to give those answers, then Parliament should be told why they are not ready to give those answers. It is not for the Chairperson to tell us that he cannot give us an answer unless he has some authority under the Constitution to edit the questions that we ask and the statements that we require answered. Even laws have their own laws. There is the law on wars under the Geneva Convention. We are no longer conducting wars like we used to do in the medieval days. This is a war that must be fought with the authority of Parliament and the Executive must be accountable to Parliament. We are not accountable to the Executive."
