    "content": "We deliberated on the issues that were brought to us by Members of the National Assembly. One of the major issues was the title of the Bill. We deliberated on it and agreed that it should be amended to be Physical and Land Use Planning. Before we came to an agreement, we had met about five times. The first meeting was on 7th May, 2019 and several other meetings followed. They were held on 21st May, 29th May, 4th June and 6th June, 2019. After serious deliberations, we decided that we should get the actual meaning of “physical planning” and “land use planning”. We assigned that to some Members who reported the meaning of the two. We agreed with them because we were convinced that the title of the Bill should be The Physical and Land Use Planning. There were other clauses in the Bill that we also looked at critically. We agreed that there was need to move this Motion in this House, which will also be moved in the National Assembly to have the concurrence of the two Houses before it is taken to the President for assent. Mr. Speaker, Sir, the Senate Majority Leader asked me not to take a lot of time. I need Sen. Mutula Kilonzo Jnr. to second the Motion but I do not know where he is."
