    "content": "I would like to state that after amending this Bill in the last Session, and it not seeing the light of day, we are now going to have the Physical Planning Bill (National Assembly Bills No. 34 of 2017) which is a mingle of physical and land use planning. It is not the best law that we can have but in light of the circumstances, it appears as if the people who were pushing the agenda of physical planning had the best of us. Mr. Speaker, Sir, we have managed with a lot of difficulty to have the land use planning framework in this new Act. I therefore support this mediation report and hope that just as we have recommended, in future, we need a complete legal framework on its own titled land use planning. I beg to second."
