"content": "Madam Temporary Deputy Speaker, money-laundering too has been a major problem. The Anti-Money-Laundering Bill has also been passed. So, we are making a lot of progress. Let me say that we are looking into the future and that is why we have embarked on major police reforms. Within the framework of police reforms, the vision we have is to have a police that is friendly, trusted by wananchi and one which is accountable. I want to put it this way; the manner in which we are approaching the reforms, we are definitely going to have that because first and foremost, the curriculum in training colleges of both the regular police and the Administration Police is being revised. Training of the new recruits that we shall get in September, will be based on the new curriculum. Much more importantly, the serving officers under the regular police and the Administration Police will have in-service and broadened curriculum that also features human rights and matters of governance. There are legislations which we are now planning. I did say much earlier in my own presentation that I will be bringing to this House the Oversight Bill which will be an institutional authority so that any citizen who feels wronged by the police, can complain and appropriate investigation will be carried out. In the event they find that police was wrong, they will be dealt with. At the same time, much greater work is also happening within the police and the Commissioner of Police has done a great deal in terms of making sure that further down, those who are in charge are thankful for whatever they are doing."
