    "content": "In view of that, the Committee recommends that under Vote R03, the Minister withdraws from the Consolidated Fund a sum of Kshs1,234,150,700 for the Recurrent Expenditure under the Ministry of State for Public Service. That should be approved. Secondly, the Ministry should be allowed to raise Kshs40 million as Appropriation-in- Aid to finance its operations. Under Development Vote 03, the Committee proposes that the Minister withdraws from the Consolidated Fund a sum of Kshs343,520,000 for the Development Expenditure under the Minister of State for Public Service. That should be approved. The Ministry should be allowed to raise Kshs27,949,000 as Appropriation-in- Aid to finance its operations."
