    "content": "It is a well known fact that we are now in a globalised world. A globalised world is characterised by a great deal of competition. It is only those countries which demonstrate sufficient competitiveness that will survive and succeed. That means that the human capital is an extremely important dimension of competitiveness. In this respect, one thing that is extremely clear in the modern world is that any institution has got to be efficient. Efficiency comes about by way of speed and efficiency in making important decisions. In this respect, it should really become a culture that each one of our civil servants needs to be information technology literate and also embrace the culture of lifelong learning. This is because we live in a very dynamic world. It is a world where knowledge keeps changing. Unless one continues to embrace modern knowledge, he cannot be efficient. This is something this Ministry which is fairly efficient can ensure that they emphasize to our civil servants. Once they leave university and are employed, they must continue with their education. It is easy today to work and, at the same time, access knowledge. The e-learning is right here. The e-learning is such that it can be tailored to somebody’s time, so that one can learn. This is one point I wanted to stress because we need a very efficient and knowledgeable Civil Service. Today with the new constitutional dispensation, we are going to be very competitive to be able to deliver services to our people."
