    "content": "The problem lies in licensing through the NTSA. It has become another den of corruption that is full of cartels. They license anybody as long as they can get a kickback. I have a case in point where a matatu Sacco in Narok has been registered since 2014 without going through the normal process. I will bring a petition on that matter to this House.
