We may look at the provisions of Article 114(2) which say: “If, in the opinion of the Speaker of the National Assembly, a motion makes provisions for a matter listed in the definition of “a money Bill”, the Assembly may proceed only in accordance with the recommendation of the relevant Committee of the Assembly after taking into account the views of the Cabinet Secretary responsible for finance”. It is in accordance with that that I have formed the opinion that all those amendments make reference to matters designated as ‘money Bills’ and therefore, I have referred all of them to the Budget and Appropriations Committee to consider and the various proponents to appear before the Committee taking into consideration the views of the National Treasury. In this regard, may I at this juncture, request the Chairperson of the Budget and Appropriations Committee to pronounce the recommendations of the Committee as contemplated in Article 114(2) of the Constitution in respect of each amendment before I give further guidance.
