    "content": " Thank you, Hon. Temporary Deputy Chairman. Even as I support this budget for the Ministry of Health, I want to make the following observations. Through our interaction with the Committee, a number of issues cropped up. I think that is why you saw the Chair and a Member of the Committee were trying to move some amendments. This is one of the sectors where I would really encourage the Departmental Committee on Health to do proper oversight. It looks like this Ministry has a lot of resources which are just being used left, right and centre. I think it is important for a clear framework to be prepared, more so, on the use of the money which is going to Level 5 hospitals. Again, on the issue of universal healthcare, since we did piloting for four counties, it would be important that the reports are shared with this House so that they inform the rolling out of that programme. Even the counties are raising issues. As you know, health is devolved. But if you look at the budget we are discussing, you will find that Kshs92 billion seems to be too high for a devolved function. I think the Departmental Committee on Health needs to do serious oversight on this Ministry. I support."
