    "content": " Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity. I stand to support with reservations. Water is a devolved function. I see the Ministry of the national Government retaining a substantial amount of funds. Of course, the question everybody is asking is: What does the money that is retained by the national Government used for? Kenya, and especially my constituency of Funyula, is a water-scarce area.
