    "content": "This is one area - even as we support that devolved functions must move with funds - which the Committee seems to have gone asleep. In my area where the Ministry has had one or two boreholes, we have seen the county government owning them. That is a clear route that can be used for corruption. We want better monitoring of those resources. What has been done by the national Government, let it be clearly labeled as such."
