    "content": "First, it is not going to be efficient because we already have complaints from some organisations. Secondly, we have independent offices such as the Independent Electoral and Boundaries Commission (IEBC). If equipment that will be used for the 2022 elections is bought through an executive order, I think we are already courting disaster and trouble. We need to allow independent constitutional offices to operate independently including being allowed to use allocated money for whatever they intended that money for. This is an intrusion of that independence. I think the Ministry needs to rethink that approach."
