    "content": "so sure and I do not know if there is any ministry in this country that has capacity to absorb a whooping Kshs22 billion in less than nine months knowing that there is slow disbursement of funds from the Treasury, complications to do with procurement, issues of counter-checking and audit in respect of pending bills and the rest. I am apprehensive and I hope I will be proven wrong in due course. We hope no other scandal will emerge from this Ministry as has been in the past. Thank you."
