    "content": " The justification is that an amount had been interchanged with the two programmes earlier on and it is in the Report of the Committee. One of the issues which had not been considered is that the Film Development Services had already been subcontracted and there was an on-going refurbishment of the film operation areas and theatres. This being a legal body because it is body corporate, then by moving it to the general ministry, the contracts will have a problem. Therefore, even if there is still room for any changes in future, for now, this institution is already tied up."
