    "content": "Hon. Bowen, has stated. Not all police officers adhere to the guidelines, the law and respect the Constitution of Kenya, especially the Bill of Rights. As I speak to you today, a rogue policeman attacked a schoolboy in my constituency and damaged his reproductive system. Up to now, IPOA has not done anything. The policeman is still roaming around threatening and intimidating the family. I think IPOA needs to get serious with their work. I wish we could even give them more money so that they have enough money to do investigations and establish satellite offices so that they can be reached easily and quickly other than waiting for months and by the time they come, the evidence has been destroyed. That is why I say, together with the Witness Protection Service, they need to be given more money to enable them discharge their duties because the Police Service still has old school mentality of being the law unto themselves, beating, maiming and harassing innocent wananchi . Thank you."
