    "content": "Paragraph 8 of Part II, Fourth Schedule to the Constitution provides that the county planning is a function of county governments. In this regard, the Committee agreed that in line with the function of county governments to deal with matters of county planning as envisaged under the Fourth Schedule, there is need to establish County Physical and Land Use Planning Consultative Forums in each county for the purpose of providing forums within counties and inter-counties on physical land use planning. In this regard, the Committee agreed with the Senate amendments to Clauses 37, 12 (a)(b)(c)."
