    "content": "In Clause 2, the Mediation Committee further considered the definition of the term, “planning authority” as Hon. Duale has said, and agreed to expand it to clarify the obligations of the national Executive and the county executive with respect to planning functions under the Bill. Therefore, the Committee agreed to amend the definition of “planning authority” as follows: “Planning authority with respect to national Government to show the functions of the Cabinet Secretary and at the county level, the executive committee member on lands.”"
