    "content": "The justification for this - so that the House is clear on why we agreed on this - is that the Committee observed that the proposed amendment on paragraph (o) providing a person nominated by a registered association representing the largest number of entities in the private sector in Kenya in the membership of the National Physical and Land Use Planning Consultative Forum is ambiguous and needs to be specific. That is why we agreed that we all focus on the private sector in Kenya, that is KEPSA, because this is known and it is a place all of us can make reference to avoid being vague."
