    "content": "That is why if, for example, you go to northern Kenya and many parts of our country, you will find that in the 60s and 70s, there were companies that went to drill oil and where they could not find oil and gas, they ended up working with other companies. So, they ended up dumping toxic waste in the fur-flung pastoralist areas. You can mention BB Shell during that time and all those other companies. That is why today you see in North Horr, Marsabit and Wajir thousands of animals die after drinking water from boreholes and water pans. That is because of the nuclear waste which was dumped there. You know the only place where people dump waste is in Africa. Big illegal fishing ships come to our coast in countries like Somalia where there is no strong government. They bring waste and dump it in the sea and then go back to the high seas and collect fish. This Bill is very important when we come to the Committee of the whole House. Hon. Temporary Deputy Speaker, I will leave the Chair of the Departmental Committee on Energy to tell us more about public participation and the report they have tabled. The Committee has to make sure that this Bill is improved and it passes the third stage."
