"content": "occasion a situation where we will not get people to support others who want to start businesses or people who want to begin life. I will not mind, for instance, if I guaranteed somebody and they are unable to pay the loan and the lending institution comes for my assets. That will be justifiable. Financial institutions need to make it very clear when they ask for guarantors. Guarantors must be made aware of the implications of guaranteeing. I support the amendment Bill, but I want Parliament to re-look at the way it is because it has the potential of causing people to be mean to the society by stopping supporting others and we will not have a germane society. Another issue is that ultimately, as Parliament, we need to agree on the need for security by financial institutions, which might not be sustainable in certain sectors. There are some businesses you may not need security to be given facilities. For instance, if you are in the business of supplying goods to Government and there is a system in place that pays suppliers in time, then we need to agree that such kind of businesses should not be required to supply security when they apply for facilities from financial institutions. Otherwise, we will not have businesses or start-ups because they will be very difficult to come by especially now that the Government does not pay in time. Most people in the business of supplying goods to Government find it very difficult to access financial facilities. It actually derails the performance of our economy. What we need to do as Parliament is to help the financial sector to have easy facilities and let the Government pay its suppliers on time. In that case, banks will modify their products in line with what the law provides especially for people supplying goods the Government. Thank you, Hon. Deputy Speaker."
