    "content": "May I highlight the fact that we need to protect property owners. Many people have lost their properties because of guaranteeing out of good faith. So, the law comes to put that safe guard so as to enable us guarantee each other in business. Looking at the SACCOs in most cases, they normally rely on guarantees. You have to be guaranteed by two or three people before you get a loan. We have cases of people who are paying loans for others over a long time because the banks and lenders turn to guarantors to pay. In this particular case, I believe this amendment will secure guarantors in the sense that the first charge should exhaustively purpose to pay and put all the efforts in terms of paying so that they can redeem the money that they have borrowed from an institution."
