Members, I wish to inform you that upon request by the Office of the Clerk, when the House moves into the Committee of the whole House, it will not consider the Kenya Accreditation Service Bill (National Assembly Bill No.17 of 2018) today because the staff have indicated that there are some parts of that Bill which they would want to include in the Bill so that the House can consider them appropriately. Some of the things which have been included as captured today do not reflect the intention of the Committee. Therefore, the House will only consider the President’s Reservations to the Insurance (Amendment) Bill (National Assembly Bill No.21 of 2018). Always remember that as earlier communicated, when considering the amendment proposed by the Chair of the Departmental Committee on Finance and National Planning, which is a direct negative of the President’s reservations, the House will have to move in the manner prescribed by Article 115 of the Constitution to raise not less than two-thirds of the membership of the House to deal with it. The Vice-Chair is present. I am sure he is marshalling Members towards that. Hon. Members, the House can now move into Committee."
