    "content": "Mr. Temporary Deputy Speaker, Sir, I wanted to just raise specific issues about the budget that he has presented to us, which hopefully he will be able to answer. The first thing is the question of the allocation of resources in terms of the regions. He read to us that Kshs600 million has been allocated for the development of the Kisumu Airport. We do not begrudge that, but why has the Minister taken so long to look at Malindi Airport? It has been there as part of the promises given every time there is an election, but it has been left to the back. What is the rationale of leaving an income generating airport like that neglected for so long, and yet the Development Vote could have as well divided the Kshs600 million into two; Kshs300 million to Malindi and Kshs300 million to Kisumu? The Minister should clarify that issue."
