    "content": " Hon. Chairman, despite Article 115 of the Constitution, we have to speak to this so that the country knows that we spoke. They are the ones who passed the Constitution which we are dealing with. As Members, we must always make our positions known. It is only the Leader of the Majority Party who is exempted from this. I do not envy his position at all because he has to speak from both mouths at the same time. When we passed this clause, he was on the Floor of the House and prosecuted the amendment which forestalled the kind of the impasse that we are in now. However, you can see that he is supporting the President’s reservations. I do not envy his position at all."
