    "content": "There are things we do in this country that are good for business, but not everyone is doing business. There are things we need to do because they help everybody like the boda boda people we are talking about. No insurance company will go to them. It is the intermediaries who will do that. I wish to acknowledge that, as much as we cannot get the numbers, this is a very wrong proposal from the President. He knows we cannot overrule him, but he is wrong. He should withdraw it. We cannot run the country by the President pretending to legislate, yet that is not his role."
