    "content": " The only interest I can declare is that I have worked in the insurance industry. Therefore, I am alive to what happens in the insurance industry. When I said “us” at the time I worked in the insurance industry, I knew at least three or four Members of Parliament then in the early 2000, 2003/2004 including a Cabinet Secretary who ran insurance brokerage firms. One of the problems that we suffered as underwriters is non- remittance of insurance premiums by brokers and agents. Therefore, even as we discuss the issue, I completely agree with the principle of the President legislating. I think the drafters of the Constitution had a problem in allowing the President to legislate and take over the work of the Members of Parliament. It is impossible to raise two-thirds of all Members of this House. Allow me to make my point, that in principle, I do not agree with the point of the President legislating."
