If that is the case, we should also apportion responsibility that once funds are taken by the brokerage firms, they have to bear some responsibility. I do not think we should go into debt collection, revenue consolidation for underwriters through the back door. This to me sounds like it could be legislation that is being passed with vested interest. I think it is a bit risky."
